As an extension of water and sewer service for future development, the project consisted of 3,926 LF of 21” sanitary sewer, fifteen sanitary sewer manholes, two live creek crossings, 3,705 LF of 12” water main and appurtenances, asphalt restoration, and extensive seeding. Not only were unconventional dewatering techniques implemented successfully, unstable soils were encountered throughout at depths exceeding 25’.

The project included the installation of 3,304 LF of 48” and 60” FRP sanitary sewer that served as two of the three primary sanitary sewer interceptor lines for the City of Billings. Along with the interceptor installation, the project also included concrete-encased FRP Tee installation that acted as access manways or sanitary sewer manholes and abandonment in place of existing interceptor lines with flow fill. Two major bypass setups were successfully completed during highwater season for connections to the existing system. Bypass flows exceeded 19 MGD and required 24-hour monitoring due to the close proximity of the Yellowstone River. WMCI was able to assist the City of Billings through the Value Engineering process that resulted in additional fill onsite being placed over the entire project area of approximately nine acres in order to achieve necessary buoyancy requirements for the Interceptor line. Over 35,000 CY of material was placed over the entire area which allowed for originally designed concrete cradles over the Interceptor to be removed. Yellowstone County and the City of Billings both benefitted from the grading performed and turned what was once a desolate area into now a fully functioning parking / camping / storage area for MetraPark.

Construction of a new rapid infiltration gallery complete with control valving, construction of the force main pipeline, construction of a Controls Building for the rapid infiltration gallery, connection to the existing pipe, pressure testing of existing pipe, modification of existing control valving, and coordination with utilities and Control System Provider. 1104 – 8″ PVC Force Main – Trenched Installation, new quantity of 350 LF; and item 1105 – 8″ HDPE Force Main -Trenchless Installation, new quantity of 965 LF.

Work Performed
The project included construction of a 750,000 gallon pre-stressed concrete water tank, including a foundation of drilled piers. It also included demolition of an existing 180,000 gallon bolted steel water tank and sitework including earthwork, ductile iron water main, PVC water main and erosion control measures.

Demolition of existing raw water pumping structure, construction of new raw water pump station building and intake pump tubes, and dewatering.
